Current procedural rule effective June 7, 2026 states that a person alleging a violation of the Contractor Licensing Act or Board rules may file a complaint with the Board. Can an out-of-state contractor get a license just to bid in West Virginia?
Current 28 CSR 2 provides a conditional license route for certain out-of-state contractors bidding only.
