Most California contractor applicants must pass a Law and Business examination and a classification-specific trade examination. The C-61 Limited Specialty classification normally requires Law and Business without a separate trade exam.

Which California Contractor Exams Do You Need?
A qualifying individual normally takes two closed-book, computer-based examinations: Law and Business and the trade examination assigned to the requested classification. Each examination consists of multiple-choice questions with four choices and one best answer.
A C-61 Limited Specialty applicant normally takes Law and Business without a separate trade examination. Reciprocity, prior qualifying service or another statutory waiver may change the requirement, but CSLB makes the final determination during application review.

Law and Business Exam vs Trade Exam
The two examinations serve different purposes. Passing one does not replace the other when CSLB requires both.
Law and Business examination
Tests licensing, business organization, finances, employment, insurance, liens, contracts, payments, public works and safety.
It is normally required regardless of the contractor trade unless CSLB approves an applicable waiver.
Trade examination
Tests technical knowledge for the exact classification, including planning, installation, materials, calculations, troubleshooting, code application and safety where relevant.
C-61 Limited Specialty normally has no separate trade examination.
Confirm the Classification Before Buying Study Material
The classification controls the trade examination, experience description and permitted scope of work. A broad course labeled “California contractor test” may not match the applicant’s assigned exam.

What Is on the CSLB Law and Business Examination?
The official study guide divides the examination into seven areas. The percentages are approximate and should be used to prioritize preparation, not to predict a fixed number of questions.

The current B study guide, effective for examinations scheduled on or after January 1, 2025, divides the examination into five areas:

How to Apply Before Scheduling the CSLB Test
PSI cannot make an applicant eligible. CSLB must receive, review and accept the correct license application before examination scheduling becomes available.
Choose the legal business structure and classification
Use the business name and entity type that will operate under the license. The name cannot be misleading in relation to the classification.
Name the qualifying individual
Every classification requires a qualifier whose experience, examination status and relationship to the business satisfy CSLB rules.
Document qualifying experience
Complete the Certification of Work Experience with dates, duties and a certifier who has direct knowledge of the work.
Submit one classification and the $450 fee
The original examination application carries a non-refundable $450 processing fee for one classification. PSI charges are separate.
Respond promptly to correction requests
If CSLB returns an incomplete application, corrections must be resubmitted within 90 days of the return date or the application becomes abandoned and void.
Track the application
Use the Application Fee Number and PIN supplied by CSLB to check status and identify missing information.
Wait for the Notice to Schedule
After the application is accepted and referred, use the notice to create or access the PSI account and book the assigned examinations.
Four Years of Qualifying Experience Within Ten Years
The qualifying individual generally needs at least four years of experience in the requested classification during the ten years before filing. The work must be at journey level or higher.
Experience CSLB can consider
- Journeyperson-level work.
- Foreman experience.
- Supervising-employee experience.
- Contractor experience.
- Qualifying owner-builder work.
- Eligible apprenticeship or education credit.
Common documentation weaknesses
- Generic descriptions such as “performed construction.”
- Dates that do not total four qualifying years.
- A certifier without direct knowledge.
- Work outside the requested classification.
- Owner-builder claims without permits or project records.
- Payroll, tax or contract records that conflict with the form.
Education credit does not normally replace all experience
The application instructions state that CSLB may grant up to three years of credit for eligible education or apprenticeship training. Applicants still need practical experience satisfying the remaining requirement.
Exam Waivers, Prior Qualifications and Reciprocity
Do not assume that experience, a past license or another state’s credential automatically eliminates the examinations. Waivers depend on specific statutes and the applicant’s licensing history.

How to Schedule the CSLB Examination Through PSI
Wait until CSLB accepts the application and sends the Notice to Schedule. PSI cannot schedule an applicant who has not been referred for testing.

Sign in or create the PSI account
Use the official California contractor program page so the correct CSLB eligibility record is connected.
Select each required examination
Law and Business and the trade examination are separate selections with separate PSI charges.
Choose the date and location
The exams can be booked together or separately. Consider the 3½-hour limit for each exam before choosing back-to-back appointments.
Save the confirmation
Verify the candidate name, examination title, address, appointment time, identification rule and cancellation deadline.
Where California Contractor Examinations Are Taken
CSLB qualifying examinations are taken in person at PSI testing centers. A general PSI page offering remote testing for other programs does not make the CSLB contractor exams available from home.
Law and Business location rule
The Law and Business examination can be taken at eligible PSI contractor-exam locations in California, Oregon and selected other states.
Trade-exam location rule
CSLB states that trade examinations must be completed at an approved PSI location in California or Oregon.

Pass, Fail and Examination Score Reports
The result is provided at the testing center after the examination is completed.
Passing result
The report states that the candidate passed but does not provide the detailed overall score.
Failing result
The report provides the overall result and a section-level breakdown showing the areas that need improvement.
Questions and answer keys cannot be reviewed
CSLB does not release the examination questions or answer keys after testing. Candidates can submit comments about an exam question through the testing system and may request the official appeal form when appropriate.
CSLB Retakes, Cancellations and the 18-Month Deadline
A failed examination can be retaken, but the mandatory wait and application void date must both be considered.

What If You Pass One Exam but Not the Other?
Two different time rules can apply, which is why applicants should not rely only on the date printed in an old result report.
Current application window
The accepted application becomes void if all examinations required for that application are not passed within 18 months.
Previously passed result
CSLB’s public FAQ says passed examination results are good for five years. A later application may therefore require only the examination that was not passed, subject to CSLB verification.

When a translator may be approved
If an examination is not offered in the requested language, CSLB may approve a translator selected by the candidate. The translator must be approved before the examination. Candidates requesting help for one of the ten available Spanish exams are required to use the Spanish version.
Translator approval is not immediate
CSLB states that review of translator forms can take approximately four to six weeks. Do not schedule a standard appointment and expect to add a translator at the test center.
Translator limits during testing
- The translator must provide accepted identification.
- No dictionary or translation-assistance tool is allowed.
- The translator may read or translate but cannot explain terms.
- The translator cannot coach, prompt or help select an answer.
- Conversations are monitored for exam security.
ADA Examination Accommodations
A candidate whose disability or qualifying medical condition affects examination access may request reasonable accommodation through CSLB.
Obtain the accommodation form
Request the Accommodation Request for Examination form from CSLB or download it from the Forms and Applications page.
Provide the requested support
Submit the completed request and appropriate verification early enough for review.
Wait for written approval
Scheduling a normal appointment before approval can require cancellation or taking the exam without the requested accommodation.

Technical Problems, Exam Comments and Appeals
Document a testing-center problem before leaving whenever possible and use the official CSLB examination contact rather than a general application inbox.
Technical problem at PSI
Email the candidate name, Application Fee Number and a description of the issue to exams@cslb.ca.gov. CSLB states that an investigation response may take five to seven days.
Comment on a question
Use the computer’s question-comment feature before the exam is scored. Record enough detail to identify the concern without copying secure test content.
Request an appeal form
Email the applicant name and application number to exams@cslb.ca.gov and request the Examination Appeals Form. CSLB says an appeal response is generally mailed in two to four weeks.

What Happens After You Pass?
A passing score report is not a contractor license. The application must still satisfy all issuance requirements.
Receive the Bond and Fee letter
CSLB mails application-specific issuance instructions to the business mailing address.
Pay the initial license fee
The current fee is $200 for a sole owner or $350 for a non-sole-owner entity.
File the required bond
Submit the bond using the exact licensed business name and effective-date requirements stated by CSLB.
Complete insurance and background requirements
Provide workers’ compensation information, entity-specific insurance and fingerprint or investigation documents where applicable.
Complete required open-book certifications
